NPHD Limited - Funded by UKAid from the Department for International Development, the Integrated Approach to Control Neglected Tropical Diseases (NTDs) In Nigeria is a four year programme that aims to control seven Neglected Tropical Diseases. It Is implemented by the UNITED Consortium, lead by Sight Savers with Health Partners International (HPI) as a member of the consortium. The program operates in five states of Zamfara, Katsina, Kano, Kaduna and Niger States as well as the Federal Ministry of Health with head office In Kaduna.

Position: Deputy Health System Advisor (DHSA)
Location: Kaduna State - Nigeria.
Job Description:
The Deputy Health System Advisor (DHSA) will support the health systems strengthening component of the program. The successful candidate wIll be based In Kaduna but will also make frequent visits to support activities In the five program supported states.
Duties/Responsibilities:
The Deputy Health Systems Advisor (DHSA) will support the Health Systems Advisor to ensure that the under listed responsibilities are achieved:
Administration and operational management of HSS component of the UNITED programme plan
Production of detailed UNITED integrated annual workplans
Monitoring, progress and performance of the implementation of HSS initiatives against annual work plans and budgets
Drafting, circulating and submitting for approval Terms Of Reference for HSS activities
Providing quality assurance on the execution of activities and ensuring timely finalisation of reports.
Providing analysis, documentation and dissemination of consultants and programme reports.
Prepare and submit KSS key deliverables against project milestones in a timely manner
Building capacity of NTD Task force and NTD technical staff at the state and LGA levels to strengthen NTD coordination, planning, implementation and monitoring of activities
Regular communication with the NTD teams at the state and LGA levels and with other partners in responding to specific queries regarding progress on programme implementation.
Reporting to HPI on plans, progress, challenges and innovative measures for mitigation to ensure that HPI's role Is effectively achieved
In addition the following activities will be undertaken by the Deputy Health Systems Advisor:
Support the NTD technical team at the State and LGA levels to prepare an integrated NTD operational and budgets that are aligned with the State final NTD Master Plans
Provide support to the State NW teams for the Integration of NTD plans and budgets into SMOH plans
Provide support to State NTD teams to strengthen State NTD M&E system including data collection, collation analysis and reporting in line with the approved NTD data set and indicators
Visit states to support the coordination of HSS technical assistance and in ensure quality of implementation of HSS interventions
Coordinate with other UNITED project partners to ensure affective alignment of activities to enhance value for money and promote local ownership and sustainability
Other duties as deemed necessary
Qualifications/Requirements:
Post-graduate qualification in Public Health, Primary Health Care, Health Management or a closely related field
At least 5 years professional working experience in Nigerian health sector at managerial level.
Excellent understanding of health delivery systems in Africa and specifically in Northern Nigeria, especially at primary health care level
Previous experience In the planning, organisation and management and control of communicable disease control and experience in control of NTDs will boa special advantage
Strong leadership skills in coordination, empowerment, accountability and responsiveness as well as the ability to inspire others whilst being a team player.
Strong advocacy facilitation skills for effective engagement with policy makers, health managers, service providers and community leaders
Good understanding of complementary roles and values of public sector, not for profit and profit making private sector
Willingness and ability to engage with partners in an equal partnership
