Catholic Relief Services (CRS) is an International non-governmental organization supporting relief and development work in over 99 countries around the world. CRS programs assist persons on the basis of need regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organi7ations is fundamental to programs in every country in which CR5 operates. CRS re-established presence in Nigeria in 2000 and currently focuses on agriculture, health and emergency programming.
CRS Nigeria leads the USAID-supported SMILE (Sustainable Mechanisms for improving Livelihoods and Household Empowerment) consortium consisting of ActionAid Nigeria and Westat designed to scale-up care and support services for orphans and vulnerable children in FCT Benue, Kogi Edo and Nasarawa by strengthening the capacity, of government, civil society organizations (CSOs) and communities. SMILE seeks to improve the wellbeing of 500,000 OVC and 125,000 caregivers and will be through an umbrella giants mechanism (UGM) whereby CSOs receive sub-grants to support capacity strengthening and program implementation at the community level. The project will also strengthen the Nigerian Orphans and Vulnerable Children (OVC) response by strengthening the organizational systems and technical capacity of the five SMWASDs and targeted Local Government Areas (LGA).
Catholic Relief Services (CRS) is currently recruiting to fill the following position:
Position: Monitoring and Evaluation Specialist, TB
Department: Programming
Reports To: M & E Director (SMILE).

Duties/Responsibilities:
Provide technical leadership in the design and development of indicators, M&E tools, frameworks, work plans for the project;
Collaborate with relevant agencies and teams to develop TB annual work plan; identity and incorporate appropriate activities and Interventions in work plans consistent with project objectives and aligned with national program needs
Provide technical support to sub-grantees in developing work plans in accordance with project objectives and scope of work;
Work closely with the National TB Control Program (NTP), USAID government of Nigeria MDA, at the state levels, NGO partners and other stakeholders in identifying program priorities, developing strategies and coordinating implementation of HIV/TB activities;
Provide technical directions and support to the NTP and sub-recipient NGO partners in planning and implementing TB activities as required;
Assist NTP and other collaborating partners iii developing training strategies and materials, and facilitate planning and conducting TOT and training of health care staff;
Qualifications/Requirements:
University degree or its equivalent in Public Health, Social Sciences, statistics, or related field.
At least 5 years M&E experience in international development work relating to OVC programming. TB/HI’ prevention, treatment, care and support programs, will be required.
Experience in M&E of community TB prevention, case detection and treatment support programs in health facilities and community outreaches and reporting; will
Extensive knowledge M&E methodologies i.e. both quantitative and qualitative data collection, processing and analysis, will be required.
Demonstrated skills in training and capacity building through technical assistance and mentoring
Demonstrable computer literacy in MS Office - Excel, Power Point and Word and experience in at least one of the following data analysis packages: CSPro, SPSS.
SAS, Epi info or STATA.
Ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training arid meetings using participatory methods and adult learning principles.
Demonstrated commitment to gender responsive programming.
Excellent organizational, analytical, oral and written communication skills.
Experience working with and maintaining good relations with international, as well as counterparts and beneficiaries (e.g. International and Local NGOs and government representatives).
Must be personable, tactful, culture sensitive, respect for the right of a child and able to practice confidentiality and trustworthiness.
