Mercy Corps is currently recruiting to fill the following positions:
 
Position 1: Project Officer (Level 3).
 
Supervisory Responsibility: None
 
Reports Directly To: Protection Coordinator
 
Works Directly With: Finance, Program and Operation Teams.
 
Program/Department Summary:
Mercy Corps has been present in Nigeria since 2012, focusing its interventions on women’s empowerment, economic development and conflict mitigation. With the insurgency spilling over from the north east of Nigeria and causing displacement of over a million individual, Mercy Corps is addressing the rising humanitarian needs among displaced households and vulnerable host communities through program interventions in the Northeast. With current funding from OFDA, FFP, CERF and ECHO and ongoing opportunities from other donors, all Mercy Corps interventions in the Northeast are implemented with plans for scale-up.
The current funding opportunity’s goal in Gombe is to support economic opportunities, food security and protection among conflict-affected populations, and to strengthen the capacity of humanitarian agencies and the quality of information gathering in Nigeria. The current funding opportunity’s goal in Adamawa is to provide a package of relief interventions designed to help conflict affected communities in central Adamawa meet their basic needs in livelihoods restoration, water and sanitation and protection. Expansion into other affected states is also planned for the humanitarian response team.
General Position Summary
 
The Monitoring and Evaluation (M&E) Officer will support the program teams with technical oversight and direction on all monitoring and evaluation needs across implementing area.
S/he will be responsible for timely and quality reporting and ensuring efficient and effective M&E systems are in place.
The M&E Officer will be responsible for providing program staff with the information and training to capture monitoring metrics regularly and efficiently.
S/he will coordinate with program staff regularly providing technical oversight, problem-solving and support.
S/he will be responsible for learning and applying new learnings to M&E systems.
Essential Job Functions
 
Support in project start-up and ongoing project management and administration of activities including beneficiary identification, distribution site selection, planning and implementing the distributions, working with partners and facilitating monitoring.
Contribute to all field work, including identifying beneficiaries and vendors, participating in distributions, monitoring and supporting beneficiaries during the shopping periods, coordinating with community leaders and other stakeholders and other field-based tasks as assigned.
Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
Contribute to effective program reporting, monitoring and evaluation systems for both internal and external use in coordination with the other program staff.
Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
Conduct monitoring and data collection as directed by the Program Coordinator Manager, assisting with specific surveys or assessments as needed.
Contribute to providing the Program Coordinator with up-to-date information on the affected and targeted community and coordinates beneficiary lists and numbers with different stakeholders.
Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in country of operation;
Other duties as assigned.
 
Qualifications/Requirements:
BA/S in relevant field required; MA/MS/MBA or equivalent preferred.
3 years of experience working on the development, implementation, administration and compliance of a field-based international development or humanitarian program; general program management experience required.
Prior experience implementing distributions is required, preferably in a non-camp setting. Experience with cash distributions strongly preferred.
Experience working with multiple stakeholders to identify beneficiaries according to criteria required.
Experience with running assessments, monitoring and evaluation and other learning efforts required.
Experience representing the organization and its interests to a diverse range of local and international government officials, local civil society organizations, other international organizations, the media and the public.
Commitment to renewing and maintaining knowledge of best practices
Demonstrated training and facilitation experience
Ability to work under pressure
Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing
Strong interpersonal, intercultural and communication skills
Excellent oral and written skills and computer skills
Fluency in English; fluency in Hausa is required.

Position 2: Watsan Officer (Level 3).
 
General Position Summary:
The Watsan Officer is responsible for both the soft and hardware components of the water and sanitation infrastructure activities of the ECHO program in targeted implementation area.
The Watsan officer will assist in supervision of the all works related to implementing infrastructure improvement; and provide input on monitoring and evaluation of the project.
Essential Job Functions
Under the guidance of Watsan consultant, provide input into design and conduct water and sanitation infrastructure improvement in targeted areas.
Supervise the planning and performance of monitoring of water and sanitation projects.
Ensure and promote appropriate health messages related to water, sanitation and hygiene behaviors in targeted communities
Promote community involvement and ownership in all water and sanitation activities and infrastructure projects and assist with hand-over activities
Perform final inspection of completed water and sanitation infrastructure projects, and ensure that technical, safety and environmental standards have been met.
Conduct regular monitoring to the water and sanitation infrastructure project conducted by contractor.
Conduct regular quality control visit to monitor the quality of water and sanitation infrastructure project.
Provide regular capacity building to Community Water Groups on water and sanitation issues
Prepare project designs, estimates and drawings as required, including a list of materials & labor, technical specifications needed, contract documents and project implementation plans.
Based on the complexity of design or magnitude of the project, decide if the project should be managed by a qualified contractor or through a community managed process.
Provide training to the program teams for the preparation of construction supervision check list or each engineering design.
Review and finalize each construction supervision check list prepared by the program teams.
Assist the procurement manager by providing all technical specifications needed for preparing tenders, in addition to assisting the procurement team by reviewing the technical profiles from contractors.
Provide advice on the official handing over of projects to communities/beneficiaries.
Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in country of operation;
Other duties as assigned.
 
Requirements:
BA/BS or Higher in Environmental Engineering, Civil Engineering or other relevant background and/or relevant experience in water and sanitation that related to slum upgrading program
3-4+ years in community based water and sanitation project preferably in urban context
Fluency in both verbal and written English highly preferred.
Multi-tasking, coordination, organization, prioritization skills essential.
Highly-developed computers skills, with strong familiarity with MS Office, Power point, Outlook, Excel, Word, and infrastructure design software
Ability to work independently and cooperatively with team members required.
Ability to work under pressure
Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing
Strong interpersonal, intercultural and communication skills

technical aspects to the Finance Manager in Abuja.
 
Works Directly with: Finance, Program and Operation Teams.

S/he will assist in strengthening the organizational capacity to address protection risks in the context of northeast Nigeria.
S/he will have responsibility for the implementation of strategies and activities developed to address and mitigate protection risks.
S/he will work extensively with other sectors to ensure that protection principles are being incorporated into all program activities to strengthen the integrated nature of Mercy Corps’ work.
Essential Job Functions
Follow and implement the guidelines of the protection strategy developed within the program.
Provide technical inputs and guidance to protection interventions.
Take ownership of integration and mainstreaming of protection, with an emphasis on enhancing program quality.
Conduct workshops and trainings for Mercy Corps staff, community leaders and volunteers and women’s groups to promote and institutionalize protection principles.
Participate in cross-departmental collaboration and coordination in order to ensure that protection is mainstreamed into all program activities.
Support the roll out of protection best practices based on the operational context of northeast Nigeria.
Contribute to the implementation of assessments, monitoring and analysis to better understand and respond to protection risks.
Ensure the effective implementation and integration of gender sensitive monitoring and evaluation systems and protection monitoring methodologies into all stages of the program.
Participate in the design, planning and implementation of protection activities to ensure that protection activity objectives are met.
Supervise psychosocial support to survivors of GBV, including case management and referrals.
Prepare internal and external reports on protection activities within agreed deadlines as required.
Represent Mercy Corps as required in working relationships with all stakeholders - including NGOs, clusters, UN agencies and community based organizations to enhance cooperation and coordination.
Attend protection coordination meetings and/or represent Mercy Corps in other relevant forums as requested, and ensure that relevant information is shared internally as appropriate.

3-5 years of professional experience in protection programming (both stand alone and mainstreaming) or equivalent combination of education and experience
