AiDS Prevention Initiative in Nigeria (APIN) is a non-governmental donor-funded organization dedicated to the prevention, treatment, care and support of diseases of public health importance in Nigeria, including HIV/AIDS, tuberculosis and malaria, among others. Since 2001 we have worked closely with key stakeholders to reduce the burden and mitigate the impact of those diseases through cutting edge, innovative & sustainable approaches.



AiDS Prevention Initiative in Nigeria (APIN) is currently recruiting to fill the following positions:



Position 1: Technical Officer-Clinical Services



Location: Lagos State - Nigeria.



Job Description:

The job holder will provide technical and programmatic support for the delivery of quality HIV services, and attainment of program goals.

S/he will also contribute to the strengthening of working relationships with other stakeholders and building of systems for program sustainability.



Job Tasks:

Interface, in conjunction with other members of the APIN Clinical Services and State Teams, between the APIN Program Office, Program Sites, relevant government agencies and other stakeholders

Work with other team members towards the scale-up of HIV services by supporting the identification of areas of unmet need and expansion of services to new sites

Contribute to the development of program work plans

Provide technical and programmatic support for high quality program implementation in the areas of ART, PMTCT, HIV/TB and HIV clinical care services, in line with national guidelines and international best practices, and work towards target achievement by supported sites and program sustainability

Promote stakeholder engagement by working with various levels of government, their relevant bodies/agencies, US Government agencies in Nigeria and other partners

Work closely with other team members to prepare program reports and document best practices



Qualifications/Requirements:

A Medical Degree (MBBS or equivalent) and a minimum of five (5) years' relevant experience in HIV prevention, treatment and care programs. An MPH Degree will be an advantage.



Technical and Behavioural Competencies:

Good working knowledge of current national guidelines for H IV prevention, treatment and care

 Knowledge of models of working with and linking different tiers of healthcare facilities

Ability to multitask, with good knowledge of various program areas

Ability to work with minimal supervision

Understanding of community systems and how they impact service utilization

Ability to provide mentorship and integrated supportive supervision to all categories of HCWs

Knowledge of national M&E tools for HCT, PMTCT and ART

Ability to organize and coordinate training programs and meetings

Report writing and oral/written communication skills

Ability and readiness to travel at least 25% of work time.





Position 2: Senior Technical Officer - Monitoring & Evaluation



Location: Abuja, Nigeria.



Job Description:

The job holder will be a member of the Strategic Information team and will be responsible for leading program monitoring and evaluation (M&E).



Job Tasks:

Provide leadership and guidance on program/project monitoring and evaluation and on US Government and Government of Nigeria reporting requirements.

Provide technical assistance to program sites in the collection, analysis, reporting and use of output data for program improvement

Manage the program's reporting cycle to ensure high quality and complete data are sent to the program office on a periodic basis, or when required

Conduct routine monitoring visits to project sites and provide supportive supervision

Share program output data with the program team

Monitor the progress of the program towards achieving targets

Work in collaboration with other members of the team to follow up on Monitoring & Evaluation Committees at the program sites to ensure the promotion of data utilization by relevant end users

Facilitate the provision of technical support to strengthen M&E

Contribute to the development and review of appropriate data collection tools and procedures for all monitoring and reporting needs.

Contribute to the periodic review of the organization's quality improvement protocol, in line with national protocol.



Qualifications/Requirements:

A Medical Degree (MBBS or equivalent), a Masters Degree in Public Health (MPH) and a minimum of six (6) years relevant experience supporting the implementation of M&E systems, and planning and executing program evaluation.



Technical and Behavioural Competencies:

Working knowledge of program monitoring and evaluation, and program management

Knowledge of HIV prevention, treatment and care, including knowledge of current HIV guidelines and standards, especially with respect to monitoring and evaluation

Good analytical skills, knowledge of statistics & good knowledge of statistical methods and packages

Familiarity with USG/CDC HIV program reporting requirements

Ability to organize and coordinate training programs

Ability to lead and manage a team

Report writing and oral/written communication skills

Ability and readiness to travel at least 25% of work time.

Position 5: Technical Officer - Laboratory Service



Location: Lagos State - Nigeria.



Job Description:

The Laboratory Officer reports to the Senior Technical Officer, Laboratory Services with some supervision by the State Team Lead and will be responsible for the overall coordination of programmatic and technical operations of the laboratory program in Plateau State.



Job Tasks:

Provide technical assistance and supervise the implementation of all aspects of clinical laboratory program APIN-supported facilities.

Support the development and review of laboratory testing policies and procedures, arid ensure compliance with standard requirements and national regulations.

Ensure the development and implementation of a robust quality management system, and Good Laboratory Practice at supported laboratories.

Coordinate the logistics management of laboratory commodities and supplies and ensure timely and consistent reporting using the CRIRRF tool.

Supervise the routine collection, analysis and submission of laboratory data for effective program management.

Assist in identifying training needs, planning arid conducting trainings for relevant healthcare workers.

Provide technical assistance to other implementing partners and agencies of Federal and State Ministries of Health, and represent APIN at interagency meetings.

Prepare reports and presentations as required by the management.



Qualifications/Requirements:

Bachelor degree in Medical Laboratory Sciences or related field with 5-7 years post-qualification experience.

Or Master degree in any relevant Laboratory discipline Sciences or related field with 3-5 years post- qualification experience.

Professional certification of either AIMLT or FIMLT and a license, to practice as a medical laboratory scientist is a mandatory requirement.

Previous work experience in the provision of laboratory support for public health diseases such as HIV/AIDS and TB will be an added advantage.

Understanding of SLMTA/SLIPTA program and experience in preparing laboratories for accreditation.

Candidate must be willing to do a considerable amount of local travels



Position 6: Technical Officer - Monitoring & Evaluation



Locations: Lagos and Jos - Nigeria.



Job Description:

The job holder will be a member of the State Team and will support program monitoring and evaluation (M&E), and quality assurance (QA) systems.



Job Tasks:

Support the setting up of M&E and QA systems at new program sites in the state

Provide technical assistance to program sites in the collection, analysis, reporting and use of output data for program improvement

Share program output data with the state team and the State Government through the state team Lead

Monitor the progress of the program towards achieving targets in the State

Work in collaboration with other members of the state team to follow up on Monitoring & Evaluation Committees at the program sites to ensure the promotion of data utilization by relevant end-users

Provide technical support to site Quality Improvement Committees to set up and implement internal quality management in collaboration with the State Team

Facilitate the provision of technical support to strengthen M&E and QA systems at the state level

Contribute to the development and review of appropriate data collection tools and procedures for all monitoring and reporting needs

Contribute to the periodic review of the organization's quality improvement protocol, in line with national protocol

Conduct periodic visits to program sites.



Qualifications/Requirements:

A Medical Degree (MBBS or equivalent) or a Health-related Degree and a minimum of Five (5) years' relevant experience supporting the implementation of M&E systems, and planning and executing program evaluation. An MPH Degree will be an advantage.



Technical and Behavioural Competencies:

Working knowledge of program monitoring and evaluation, and program management

Knowledge of HIV prevention, treatment and care, including knowledge of current HIV guidelines and standards with respect to monitoring and evaluation
