Job Description:
The Senior Technical Officer, Health Informatics under the supervision of the Associate Director, Continuous Quality Improvement & Public Health Evaluation will assist the development, implementation, supervision and data use of all FHI360’s electronic information systems at facility, community, state and country office levels.
S/he will ensure that all electronic information systems meet intended reporting and data output requirements for donors and GoN.
S/he will provide technical assistance for the development and implementation of a systematic data analysis process of data outputs from the electronic information systems, carrying out advanced data analysis and preparing data analysis products for presentation and reporting.
Duties/Responsibilities
Provide technical support for the design and content development and field implementation for electronic information systems (DHIS, LAMIS, NOMIS, and Referral Database and any other FHI360 software or database tools) used for M & E. This function will include providing technical leadership for the hard coding of software applications and assisting other members of the programming team in developing actual logic statements for the coding of M & E indicators and software business rules where necessary and checking that all software development is done according to already established standards and procedures.
Ensure that the software and database tools developed meet the intended reporting and data output requirements for both internal use and donors/GoN.
Provide technical assistance for the development and implementation of a systematic data analysis process of data outputs from the electronic information systems.
Perform backup and recovery of all databases. Manage database users. Takes appropriate measures to ensure the security and confidentiality of program data.
Enhance FHI360’s and implementing agencies data demand and use activities in Nigeria, with an emphasis on generating data analysis products using existing program data captured in the electronic information systems.
Coordinate and supervise the deployment of the electronic information systems to new sites.
Participate in the development and/or adaptation, monitoring of use and modification of M&E tools, Standard Operating Procedures, and Data flow processes and procedures.
Conduct assessments of health informatics environments, synthesize pertinent information, identify implications for planning and development, and provide recommendations to FHI360 management.
Oversee and perform routine monitoring visit to project sites operating electronic information systems.
On a monthly basis, analyze site specific and state-level data and provide reports to national office and local partners.
Document lessons learned and best practices in monitoring and evaluation, according to donor guidelines.

Position 2: Technical Officers, Health Systems Strengthening and Logistic

Job Description:
The Technical Officer Health Systems Strengthening & Logistics will work with other team members in the development of FHI 360 in-house capacity among the various departments, implementing agencies (IAs) and all tiers of government in all aspects of logistics and supply chain management of health commodities.
S/he will provide technical support and leadership to Nigeria’s efforts to strengthen the procurement and supply chain management system of health commodities using evidence based data from the Logistics management information system, to reduce stock-outs, lower costs and eliminate wastage.
Duties/Responsibilities:
Provide TA and capacity building to all tiers of the government of Nigeria and to FHI 360 to strengthen national/state systems for procurement and supply chain management of health commodities
Provide Logistics support to State offices focusing on reporting, distribution, shipping, storage and warehousing of commodities
Responsible for daily to day warehouse maintenance and security and escalates major issues/repairs/improvements to the SPM for support
Ensure that all required health inventory checks are conducted and all variances reconciled
To provide technical coordination in product selection, quality assurance, receipt of commodities and efficient storage and distribution systems.
Work with the country office logistics team to direct outgoing or incoming health commodities distribution activities of FHI 360; ensure health commodities or supplies are shipped, distributed, or received in an efficient manner and ensure that all required inventory checks are conducted and all variances reconciled.
Work with the state team/GON team in developing, maintaining and improving a logistics management information system and an electronic inventory control system of stocking and tracking commodities.
Support the state government team in the development of warehousing and distribution budgets Conduct periodic visits to facility warehouses to follow-up on all warehouse related matters such as the environment, sterilization, refrigeration etc. and generate reports to management and other stakeholders.
Monitor safety standards in accordance with regulations; ensure safety code and quality compliance are met daily and report any issues arising to the STO
Work with the STO/state teams in designing coordinated systems for FHI 360 to transport health commodities report and forecast delivery times, transport costs and performance in order to reduce stock-outs, eliminate wastes and lower costs.
Ensure that all distribution documentation for health commodities in FHI 360, with funding agencies, suppliers, implementing partners and regulatory bodies is complete and compliant.
Work with the state team to institute data entries into the district health information system.

The STO, Prevention provides technical assistance and support in the implementation of prevention (sexual and biomedical) and strategic behaviour change interventions within the HIV/AIDS Prevention, Care & Treatment Department at the community and facility level.
Duties/Responsibilities:
Assist in the development of strategies for the design and implementation of HIV/AIDS prevention and behaviour change intervention among most at risk populations i.e. PLHIV, MARPs to reduce sexual transmission.
Support the implementation of Abstinence, Be faithful, Condom (ABC) and Other Prevention (OP) activities as well as guide the provision of technical assistance to implementing partners on SBC activities
Assist in the development of SBC/ IEC/media materials for the program.
Collaborate with the lab team on design and strengthening injection and blood safety practices across SIDHAS supported facilities.
Work closely with other technical staff in the implementation of Positive Health, Dignity and Prevention strategies within routine facility services and a standard of community based care.

The Technical Officer (M&E) will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.
Duties/Responsibilities:
Work with the state-level staff and government counterparts to provide support and guidance on program/project monitoring and evaluation activities and on US Government and Government of Nigeria reporting requirements.

Position 8: Technical Assistants, Clinical Services
Locations: Akwa Ibom, Cross River, Lagos, Rivers States - Nigeria.

With the State coordinator and the TO from the coordinating team, the Technical Assistant- clinical Services will provide technical and programmatic support to implement high quality L.G.A. level (both at health facility and Community level) HIV/AIDS, PMTCT, RH/HIV, TB, HCT and other services at the state level.
Duties/Responsibilities:
Community level:
Support the coordination, implementation of LGA scale up and daily monitoring of the operational teams to achieve on the 90:90:90 assigned targets in the priority LGAs.
Facilitate the efficient cART drive, ensuring quantitative, qualitative and retentive deliverables are achieved
Saturate assigned wards in LGAs with HIV service interventions through household coverage and population access
Strengthening effective referrals and linkages between facility and priority LGAs in the target drive
Conduct same day evaluation and enrollment of all patients who test HIV positive
Ensure same day ART initiation for eligible pregnant women and general populations
Work with field case managers and community structures to strengthening referrals and linkages for health facility and community level services.
Ensure timely daily ART/PMTCT updates are provided to the state cART coordinating team including success stories, reports, logistics supply, commodities and community daily service summaries.
Attend to other duties assigned by supervising leads.
Health facility level:
Support the optimization of comprehensive HIV & PMTCT services in the facility by instituting 80% PITC and maximized initiation, retention and VL suppression rates
Support the QI capacity of providers in utilizing data analysis for program improvement
Qualifications/Requirements:
MBBS with a minimum of 1 year post national youth service experience in clinical care,
Registered Nurse /Midwife with a minimum of 3 years post qualification experience.
A sound understanding of HIV/AIDS, TB and TBHIV technical areas.
Position 9: Technical Assistants TB/HIV
Locations: Akwa Ibom, Lagos, Rivers States - Nigeri
Job Description:
The Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner.
The SIDHAS project is funded by the United States Agency for International Development (USAID).
With the support of the Senior Technical Officer PCT (State office), Senior Technical Officer TBHIV (CO) and the LGA TBL supervisor, the Assistant TBHIV referral coordinator will provide technical, programmatic and laboratory support to implement high quality LGA level, TB, TBHIV and HCT services at the local government level.
In addition s/he, will work with others in the state office and local implementing partners to ensure that LGA level TB/TBHIV monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.
S/He will regularly collect, collate and submit program data to the STO PCT (state office) for subsequent analysis and further actions.
Their primary location will be at the highest HIV burden site in a given LGA from where support will also be provided to other sites within the LGA.
Duties/Responsibilities:
Support the implementation of facility-based TB and TBHIV Prevention, Care & Treatment activities; including strengthening referrals and linkages between the HIV and TB service delivery points.Support the integration of TBHIV/ services into routine health services.
Work with the facility staff to ensure that the quality of TB and TBHIV services adheres to standard operation procedures.
Visit every HIV comprehensive facility within the assigned LGA at least once a month to supervise and mentor the facility based TBHIV referral coordinator and ensure that all TBHIV records are up to date.
Visit every supported standalone DOTS facility within the LGA at least once a month to ensure that all registered TB patients are tested for HIV, properly documented and those testing positive are promptly referred to a comprehensive facility for enrollment into ART.
Ensure that all TB and TBHIV recording and reporting tools are available at all supported TB/TBHIV service delivery points in the assigned LGA.
Facilitate sputum transport from supported facilities in the assigned LGA to proximal Xpert sites.
Keep an up to date LGA presumptive TBHIV diagnostic evaluation treatment register to abstract information from the existing tools from facilities.
Follow up the documentation of TB treatment outcome for all TBHIV co-infected patients within a given LGA with real time documentation of diagnostic and treatment outcome in the provided study data tool.
Receive Xpert results through the Gx alert system in the state and keep track of all positive Xpert results from facilities within the assigned LGA.
Hold monthly TBHIV review meetings with the facility TBHIV referral coordinators and LGTBLS.
Submit monthly reports and data (including the facility TBHIV cascade) to the STO PCT (state office) within the first week of every month.
Perform other duties as may be assigned from time to time by supervisors.
Qualifications/Requirements:
Minimum of Community Health Officer (CHO) or its equivalent in any public health related field;
Minimum of 2 years working experience in the public health field related to TB and TBHIV;
Fluent in oral and written English;
Computer literate with an ability to analyze data; and
Resident in the relevant LGA.
