Position 1: Monitoring and Evaluation Specialist.
Location: Lafia in Nassarawa State - Nigeria.
Description:
Malaria Action Program for States (MAPS) is one of the projects under FHI 360. MAPS focuses on supporting the development of infrastructure, resources, systems, and the technical and management capacities necessary for effective malaria control. The project is implemented by three partners and FHI 360 is the lead implementing partner. MAPS project is a five year project which took effect from October 1, 2010; the project recently secured a one year no-cost extension and would be rounding up by September 30, 2016.
Job Description:
Stimulate the demand for data from various health department and support development of a credible system of access to data from the DPRS to other department within the SMOH
Institute regular data analysis, presentation to stakeholders and feedback to the states.
Periodically provide concrete evidence that can be used for decision making.
Build capacity of SMOH to perform these functions after the TA tenure ship.
The Technical Assistant will work full time at the SMOH/DPRS, reports to the Director in the DPRS while receiving support from the MAPS office (State Coordinator & M&E Advisor).
Supports collection, process and disseminate relevant and necessary information required both for state health planning and for monitoring the utilization of resources in accordance with state priorities, objectives and health indicators.
Reviews existing database of data and provide recommendations for improvement.
Ensures timely forwarding/sharing of data to relevant agencies, departments and programs operating at the State level; and quality of data improved where applicable.
Supports the utilization of specific disease control data by collaborating with M&E of disease control programs.
Regularly support analysis of state data to provide trend of indicators used for monitoring of service data.
Supports regular conduct of data quality audit in the state
Any other duty assigned
Qualifications/Requirements:
1st degree in Medicine or other relevant fields with Masters in Public Health. A PhD experience in Public Health, Mathematics, Statistics, or related fields will be an added advantage;
At least 5 years’ experience in assessment design & implementation, and monitoring and evaluation of donor funded programs;
Proficiency in Excel, Word and database management especially DHIS;
Demonstrable experience with statistical software packages (Stata, SPSS, Epi Info)
Familiarity with USAID policies
Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
Position 2: State Coordinator
Location: Gusau in Zamfara State
Job Description:
Reporting to the MAPS Implementation Director, the State Coordinator (SC) shall oversee State level activities of MAPS. In this regard the SC shall provide leadership for the State MAPS team and coordinate the activities of MAPS across all program thematic areas in the State
Key Objective:
The State Coordinator will support the strengthening of program management and monitoring and evaluation capacity at state level, oversee the close-out and start-up in compliance with FHI 360 and donor requirements.
Duties/Responsibilities:
Lead the States MAPS team
Lead the development of MAPS State specific activity plans; drawing from the annual MAPS work plan and State malaria program operational plans.
To provide up-to-date inputs to the annual planning processes of MAPS.
To coordinate the implementation of the State MAPS team activities.
To contribute to the development and review of technical documents, reports, and materials for state specific implementation.
Foster a harmonious relationship between MAPS and State level government, donor partners and non-state entities.
Participate in technical meetings at state and national levels as determined by the Implementation Director to support state malaria programs.
Any other duties assigned by the Implementation Director.
Qualifications/Requirements::
MBBS/MD/PHD or similar degree with 5-7 years relevant experience with international development programs which includes 5 years experience with Malaria program planning and implementation at the community or state level working with public and NGO sectors
Or MS/MA in social science, public health or related field, MPH preferred, and a minimum of 7-9 years relevant experience with international development programs which includes 5 years experience with Malaria program planning and implementation at the community or state level working with public and NGO sectors.
Or BS/BA in social science, public health or related field, with a minimum of 9-11 years relevant experience with international development programs which includes 5 years experience with Malaria program planning and implementation at the community or state level working with public and NGO sectors.
Experience in health related work (especially malaria) or project management is essential
Experience working with government and donor funded program/development sector will be a strong added advantage
Position 3: Monitoring and Evaluation Specialist
Location: Abuja, Nigeria.
Duties/Responsibilities:
Review existing database of malaria data and provide recommendations for improvement
Ensure feedback is provided to states and quality of data improved.
Regularly analyze state data to provide trend of indicators used for monitoring of malaria service data.
Regularly provide state reports for national review at the M&E sub-committee and the mTWG as may be required.
Provide technical support to all departmental activities irrespective of sponsor but ensure activities are coordinated, implemented as planned and not abandoned mid-way.
Support operational research priorities development and a link with the research communities in the key malaria interventions to help inform policy decisions.
Draw up quarterly work plan from the branch Annual Operational Plan.
Develop monthly and quarterly reports to the National Coordinator, NMEP through the Branch Head, M&E branch; and the Chief of Party MAPS through M&E Advisor.
Analyzed state data for programmatic review and provide feedback.
Monitor and present key indicators every quarter by set criteria.
Provide technical support to all branch activities irrespective of sponsor but ensure activities are coordinated, implemented as planned and not abandoned mid-way.
Provide capacity building in form of training and mentoring as required.
Mentor relevant M&E officers in carrying out all the tasks identified above with the aim of ensuring that the M&E branch can fulfil these functions independently in the shortest possible time.
Any other duty assigned.
